The Debt Ceiling

It seems our federal government is operating like many American families right now - paycheck to paycheck. The Democrats blame the Republicans because we've always approved an increase to the debt ceiling and now the Republicans (with the help of the Tea Party) continue to block that process. The Republicans blame the Democrats for "out of control spending" that has gotten us in this mess to begin with. My main question is: Why do we even have a debt ceiling if we just extend it every year when we need more money? Isn't that defeating the purpose of setting a "ceiling" altogether? Also, is either party more to blame or are they both just as culpable?
